The White House says President Donald Trump is reviewing whether to send aid to Puerto Rico and the U,S.

Virgin Islands, in the wake of a deadly pandemic that has killed more than 300 people in the United States and has prompted calls for an emergency declaration.

In a statement Thursday, the White House said Trump is also considering sending the money directly to Puerto Rican and U.N. agencies.

The U.F.S., the US. territory that includes Puerto Rico, has been hit by the virus since March and has struggled to contain its spread.

Trump said Thursday that Puerto Rico is on a path to recovery.

The president also has raised concerns about how to address Puerto Rico’s financial problems.
